The Florida Department of Environmental Protection (FDEP) has proposed new QA standards for the collection and analysis of water quantity data which are required to be reported back to FDEP. Additionally, rule revisions are proposed to update FDEP SOPs and address miscellaneous, minor revisions. FDEP conducted public workshops on September 28 and September 29, 2016,
After a week of bills moving through the process (or not) like turtles, the biggest issues unresolved, and folks wondering whether there would or would not be a state budget produced before Session ends, the dam broke on April 27. This day the Appropriations Conference Committee was announced, organized, and held their first meeting. The plan stated was for Appropriations Subcommittees to meet through Saturday, April 29 at noon, legislative leaders to decide any unresolved issues by noon on April 30, and for appropriations bills to be on legislators desks in time to vote on the last day of Session.
With one week left in the Regular Session of the 2017 Florida Legislature, here’s where we are on MAF’s four legislative priorities:
HB 21 Limitatons on Property Tax Assessments Passes the Legislature
HB 21 is one of four MAF legislative priorities for this legislative session and it passed the Legislature on April 26. This bill is a proposed constitutional amendment that will be placed on the Florida ballot iin 2018 for the voters to decide. If passed by the voters in 2018, it would permanently cap the annual tax on non-homestead properties at 10%. Therefore, local governments could tax less than 10%, but never more than 10%. This was a widespread problem during the economic downturn a few years ago when local taxes were spiraling upward while home values were spiraling downward. MAF thanks Rep. Burton and Senator Lee for their leadership on this issue. MAF also thanks its partners in the business coalition that worked so well with us to make this happen.
Tax Cuts Have One More House to Go
MAF was very pleased on April 26 when the House of Representatives passed HB 7109 Taxation (tax cuts) unanimously. The bill is now in the Senate awaiting action. It contains another of MAF’s priority issues for this session – a cut in the sales tax on commercial rent. It also contains an increase in the funding available for research and devleopment by increasing tax credits available by $11 million. The Senate does not even have a “tax package” at this point and so we expect this to be ironed out at the highest level among legislative leaders.
Workers Compensation Insurance Reforms Stall
There was no movement on Workers Compensation Insurance this week. The House Bill, HB 7085, which is the MAF preferred bill, is sitting in the Senate waiting for action; the Senate Bill, SB 1582, is waiting to be posted to the Senate Special Order Calendar for floor action (we think maybe May 1 for that). This is another issue that will be decided (or not) in the final days of this legislative session. You still have time to tell your Senator that you prefer the House Bill, HB 7085, as it is expected to save more money than the Senate bill.
The fate of this issue is up in the air. The Senate is committed to their bill, SB 532, which is acceptable to MAF. The House is not committed to the issue and all that has moved forward to date is a paragraph in HB 753 that says “The Department shall publish on a publicly accessible website all reports of a release or a discharge of pollution not authorized by law submitted to the State Watch Office within 24 hours of receipt.” That was added to the bill on April 20, but the bill has not had a hearing on the House Floor yet. There’s still plenty of time for reconciling this issue before the Session ends, if there is the will in the House. MAF will be keeping a watchful eye out for monkey business, but so far we are in good shape. April 28, 2017
